SESAR Deployment

The programme for modernization of Air Traffic Management (ATM) in Europe (Single European Sky Air Traffic Management Research and Development – SESAR) is the technological pillar of Single European Sky (SES). The objective is the development of new and innovative technological solutions in order to assist in the achievement of SES objectives. SESAR is the mechanism which aims at the synchronization of all ATM research and development activities, by uniting the efforts of a wide diversity of experts for the development of a new-generation functionalities for ATM.

SESAR Deployment Manager (SDM) is the organization, nominated in 2014 by the European Commission (EC), which synchronizes and coordinates the modernization of the European ATM system. To perform the SDM functions a SESAR Deployment Alliance is formed comprising of representatives of A6 Alliance, A4 Alliance and SDAG EEIG (SESAR-related Deployment Airport Group (SDAG) European Economic Interest Group (EEIG)). The main task of the SDM is to develop, update and present to EC for approval and to the stakeholders for implementation theSESAR Deployment Programme.

Currently the Programme includes the Pilot Common Project – PCP, supporting the implementation of the European ATM Master Plan and established by the EC with Regulation (EU) No. 716/2014. The Programme shall also encompass the subsequent common projects which shall be introduced by future regulations. Through the Deployment Programme SDM shall ensure effective synchronization and coordination of the common implementation projects, as well as the related investments. The tasks of SDM are described in Art. 9 of Implementing Regulation (EU) No. 409/2013.

SESAR Deployment Manager shall coordinate and synchronize for initial period of 7 years the implementation of new technologies and solutions, which have passed through stages of tests and validation through SESAR Joint Undertaking - SJU, providing significant benefits to the airspace users, increasing a number of indicators (safety, airspace capacity, flight efficiency, including the reduction of the environmental impact). The increase of these indicators shall contribute for the improvement of the competitiveness of the European ATM system compared to this system in other world regions.

Six main ATM functional areas with a number of functionalities for the improvement of the ATM processes are defined in the Pilot Common Project. The implementation of these functionalities is mandatory for the whole European Union in accordance with the geographical scope of the Regulation. BULATSA is part of the organizations, participating in the of SESAR Deployment and aims to contribute to the synchronized implementation of those functionalities.

In accordance with Regulation (EU) No. 716/2014, BULATSA participates in the SESAR Deployment implementation processes. After comprehensive analysis of the application possibilities and the potential benefits for the enterprise, both nationally and internationally, in 2015 BULATSA applied with three project proposals (one independently and two in a group of partners) for co-funding of programme implementation actions under the Cohesion package of Connecting Europe Facility (CEF Call 2015).

Following a decision dated August 5, 2016 of the European Commission on the co-financing of ranked projects, BULATSA and SESAR Deployment Manager signed a Specific Grant Agreement under the SESAR Deployment Programme for the following projects:

  • Traffic Complexity Assessment Tool (tCAT), with project time frame: 2016 – 2020;
  • NewPENS - Stakeholders contribution for the procurement and deployment of NewPENS, with project time frame: 2016 – 2019.

In 2016, BULATSA applied (independently and in partnership with leading companies from the aviation industry) for financing under the Cohesion package with four new project proposals for activities within the programme implementation as follows:

  • Local Security Operation Centre;
  • SWIM Governance Project;
  • Datalink Path II Project;
  • GATE Free Route Airspace (GO FRA) feasibility study (within the platform for cooperation GATE ONE).

In 2017, BULATSA applied in partnership with leading companies form the aviation industry for financing under the Cohesion package (CEF Call 2017) with two new project proposals, for which the EC approval is pending:

  • IP – 1: Data Link Services (DLS) European Target Solution assessment;
  • SWIM Public Key Infrastructure (PKI).

BULATSA is in continuous process of parallel coordination with the respective departments of the Ministry of Transport, Information Technologies and Communications (MTITC) on the specified above activities.
